Update

The "glitch" seems to be the "Enforce consistent ACL" setting & it even kaiboshes (sp) a local Db where I am listed individually in the ACL (go figure).

What I did that worked was copy the templates via the OS to the DEV server & then open them up on my workspace, disable the "Enforce" option on the server replica, then replicate it back to my local template. Luckily I have access to do the OS copy.
